IP Scrambler as a work-around for the Digital Economy Act?

I've been looking for ways to get past the Digital Economy Act, nasty little pirate that I am, and so far, the best option looks to be an IP address scrambler. Are there any decent free ones that will stop my ISP from being able to track my downloads?
