Are the North Koreans completely nuts?

They say they will retaliate with nukes if war games are done in the Sea of Japan. Pardon me, but that makes as much sense as Obama's drilling moratoriums on drilling in the Gulf of Mexico because ONE well had a blowout. Both are extreme over reactions to something you don't like.
