My bandwidth is 256kbps but download speed is only 25 kbps. why?

i use torrent deluge of LINUX rated 5 but i get downlooad speed to only 25 kbps. but my band width is 256kbps. if i go to system monitor total received is lesser than total sent. received is 1.3gb but sent id 2.4 gb . is there any way to increase my 25kbps........this happens 68 seeders and 23 peers out of thousands each. this is to say SEEDERS are more than peers but my download is still less.
